Social engagement for blessing of wager on higher hope and value is not always a taxable subsidy. Worth is not a restriction. Needs of human interest are always higher facets of liberty when understood dreams are given to human blessing.
A cigar tax is a fraud at the highest of its possibilities. There is no discretion for linked liberty to death's tax on placement of hope.
